This will be expanded more in the future, but for now, the idea behind TopWebComics is very simple.
- Comics register themselves on TWC for free
- Comics get free code to put on their site to promote users to vote for their comic
- Users vote for their favorite webcomics, once per ip address for each webcomic every 24 hours.
- The site ranks comics by how many votes they've received in a month, the list is reset every month
